تئوری تخریب خلاق شومپیتر، الگوی توسعه اقتصادی در شرایط بحرانی کرونایی و پس از آن

چکیده

در شرایطی که رویارویی با مخاطرات طبیعی و انسانی گریزناپذیر می‌نماید، تجمیع منابع و مدیریت بهره‌وری بهترین اقدام است. هدف، معرفی الگویی همه‌جانبه با استفاده از چارچوب‌های معرفی شده در تئوری تخریب خلاق است که در عمل مانع ضعف بیشتر بنگاه‌ها و حتی پویایی آنها شود و منابع روستاها را وارد فعالیت‌های پویای اقتصادی به نفع توسعه روستایی و منطقه‌ای نماید. نظریه تخریب خلاق شومپیتر شروع نظریه رشد اقتصادی مدرن است که مبتنی بر اجتناب ناپذیری محصول جانبی در فرآیند توسعه و نوآوری، پذیرش تجارت آزاد و زیرساخت‌های اقتصاد دانش محور است.  تئوری شومپیتر دارای دوره «پیش‌تخریب»: زمانی است‌که احساس نیاز به تحول در اثر ناکارآمدی ساختار موجود، دیده می‌شود. دوره «تخریب» زمانی است که نوآوری مطرح شده و با ارزشی که آفریده جذب بازار می‌شود، ساختار قبلی بازار را بر هم می‌زند، دوره «خلاقیت»: نوآوری باعث ایجاد سازمانی پویاتر از قبل می‌شود. در انتهای دوره، «تداوم توسعه»: نوآوری در ساختار جامعه به یک جریان دائمی تبدیل شده است که در الگو تشریح شده اند. این مطالعه از نوع توسعه‌ای است. داده‌های مورد نیاز از اسناد معتبر ملی جمع آوری شده و روش تحلیل توصیفی به کار گرفته شده است. الگوی پیشنهادی با شرایط کنونی کشور ایران مطابقت داده شده. بر اساس نتایح، نشانه‌های وجود دوره‌های شومپیتری در اقتصاد ایران وجود دارند و به نظر می‌رسد که هنوز در دوره پیش‌تخریب قرار داریم و علائمی اندک برای نیاز به دوره تخریب به وجود آمده. الگوی برساخته از تخریب خلاق برای به فعالیت درآمدن نیروهای روستایی و تعریف نوع ارتباط و همکاری واحدهای اقتصادی بزرگ با منابع روستایی، با وضع اقتصاد و روستاهای ایران مطابقت دارد. برای گذر سریع‌تر از دوره‌های ابتدایی الگو و رسیدن به دوره‌های توسعه‌ای، قالب و ساختار خلاقانه واقتصاد کارآفرینی شومپیتری، مشکلات بخش‌ها را نمایان ساخته و به ایجاد انسجام در برنامه‌ها کمک می‌کند.
