Drafting the vision statement of Iran`s environmental financing system

Abstract
Purpose: Nowadays, increasing intensification of environmental pollution, occurrence of climate change and its adverse effects on health and development of human societies have increased concerns, especially in developing countries. On the other hand, due to existence of a lot of connections between financial systems with dimensions of sustainable development, developing a vision and a favorable perspective for environmental financing is considered as a fundamental step in solving environmental challenges. So, this study aims to compile a vision for the environmental financing system of Iran. Therefore, in terms of purpose, this is applied research and in terms of data collection, it is considered as descriptive-survey research.
Method: The study employs content analysis, comparative studies, analysis of relevant upstream documents, and semi-structured interviews with experts to prepare the desired vision of the country's environmental financing system.
Findings: The findings reveal that the developed vision of environmental financing system encompasses seven key aspects, including mobilization and fair distribution of environmental financial resources, achieve a green economy and sustainable environment, promotion of circular economy, addressing environmental challenges through community participation, environmental diplomacy and attraction of international enviromental financial resources, development of priority environmental technologies, and development of an environmental financing ecosystem. According to this vision, Iran will rank first in the West Asia region in terms of the Environmental Performance Index (EPI) until the time horizon of 1412.
Results: In line with the research findings, there is a need to mobilize and distribute resources, particularly financial resources, in order to effectively address and solve environmental challenges. also, in the international arena, it is crucial to enhance multilateral environmental relations and cooperation and taking advantage of opportunities for achieving green and circular economy goals, and strengthen environmental diplomacy to receive international financial resources to solve environmental issues in the country.
