Investigating the relationship between industry and university in Iran from the point of view of governing laws

Abstract
Objective: In this research, the laws governing the relationship between universities and industry in Iran and selected countries have been compared and the level of effectiveness of the laws in Iran has also been examined, and the purpose of this work is to find solutions to reduce Iran's gap with global standards. be suggested in this regard.
Method: The methodology of this research is mixed and includes the methods of documentary studies, content analysis, comparative study and Delphi method. The statistical population of the research in the qualitative part includes 122 countries included in the report on the competitiveness of countries, which were selected by judgmental sampling according to criteria such as the strategic, geographical and religious similarities of two countries, Turkey and Malaysia, and in the quantitative part Also, in order to check the effectiveness of the ruling laws, 21 people from the statistical community of experts in academic entrepreneurship, science and technology policy and economics of Razi University have been selected as Delphi panel members through judgmental sampling method.
Findings: The comparative comparison framework of the laws governing the relationship between university and industry has three dimensions: strategic and financial, educational and research, technological and production. The results of the research show that the state of laws governing the relationship between universities and industry in Iran is very far from selected countries and international standards.
Conclusion: In terms of the laws governing the relationship between universities and industry, Iran is far away from elite and leading countries. According to the current research, the presence of two main factors have caused the not so favorable situation of the university-industry relationship in this field: 1. Legal gap 2. Supervisory and control gap.
