Abstract

Recent developments in the field of information and communication technology in recent years have led to the start of a new era of reform in the public sector. These reforms, through the use of ICT tools, have led to changes in the policies, processes and functions of the public sector. E-government’s executive plans, e-democracy and the move towards electronic governance not only aim to provide citizens with services as much as possible, but also to improve the efficiency and effectiveness of the public sector, increase public participation in public and political affairs, and create transparency and accountability in state-owned design. ST In this regard, electoral democracy is seen as a leverage for transparency in the political arena of the government. The introduction of the e-government plan and the move towards e-government, coupled with the continued development of information and communication technology, has led to the consensus that using these new technologies as soon as possible in all areas of service delivery to the community of executives, and ultimately The use of these new technologies in the political, governmental and managerial fields will bring about greater participation and interaction between people and government institutions. In this paper, after reviewing the chief concepts and aspects related to e-government, e-governance, e-governorship, and electoral democracy, and their case comparison, examine the challenges posed by the implementation of e-democracy and e-government in the world and Iran, and will ultimately address the future of e-governance.
