<ArticleTitle>Different Theoretical Approaches to Social Vulnerability to Natural Hazards</ArticleTitle>

		<Abstract>So far, literature on the vulnerability of communities against natural hazards has been emphasized on three intellectual paradigms. The first view of natural hazards is &quot;God&#039;s action&quot; that believe natural hazards are either a punishment of God against human sins, or an apocalypse, or an opportunity to propagate religion and bring people closer to God. With the occurrence of the Lisbon earthquake in Portugal, for the first time, this viewpoint was questioned, and the concepts of &quot;nature&quot; and &quot;natural forces&quot; replaced the concept of &quot;supernaturalism.&quot; This development was the starting point of the second approach, which referred to natural hazards as &quot;the act of nature.&quot; This approach, in the words of Tobin and Montes, relates the entire responsibility of natural disasters to the processes of the geophysical world and searches for the root of massive deaths and devastation resulting from disasters in the forces of nature. In this approach, natural disasters are seen as random (accidental) phenomena that are morally unsustainable and ineffective. These events are incidental events that go beyond human control. In short, the emphasis is on the fact that nature is becoming a negative and evil phenomenon. In response to the deficiencies of these two approaches, the third approach emerges, which looks at the process of becoming a natural disaster to disaster as &quot;community action.&quot; According to this approach, &quot;disasters are social events&quot;: they are rooted in patterns of human habitation, socio-political processes, the system of beliefs in societies and technological errors. Their effects are not randomly distributed in the community. In contrast, the consequences of these devastating events find order in line with axes such as class, race, and gender. In this paper, with a detailed description of the assumptions and logic of each of these approaches, we try to show that dealing with natural hazards requires going beyond the existing discussions and achieving a mixed theory that addresses issues such as the physical quality of society (including Its structural and non-structural dimensions), the question of the institutional order of the society, the issue of social participation, the issue of cultural beliefs, the question of economic order, and finally the issue of justice.</Abstract>
			<OtherAbstract Language="FA">تاکنون، در ادبیات مربوط به آسیب­ پذیری جوامع در مقابل خطرات طبیعی، بر سه رویکرد یا پارادایم فکری تأکید شده است. دیدگاه نخست به خطرات طبیعی به عنوان «عمل خداوند» می­ نگرد و آن را یا نشانی از عقوبت خداوند در مقابل گناهان انسان می ­داند، یا نشانی از آخرالزمان، یا فرصتی برای تبلیغ دین و نزدیک کردن مردم به خداوند. با وقوع زلزله لیسبون در پرتغال بود که برای نخستین بار این دیدگاه به پرسش گرفته شد و مفاهیم «طبیعت» و «نیروهای طبیعی» جایگزین مفهوم «فراطبیعت» شدند. این تحول نقطه آغاز رویکرد دوم بود که به خطرات طبیعی به عنوان «عمل طبیعت» می­ نگرد. این رویکرد، به زبان توبین و مونتز، تمام مسئولیت فجایع طبیعی را به فرایندهای جهان ژئوفیزیکی نسبت می­دهد و ریشه مرگ­های گسترده و ویرانی حاصل از فجایع را در نیروهای غلیان کرده طبیعت جستجو می­ کند. در این رویکرد، به فجایع طبیعی به عنوان پدیده ­های تصادفی (اتفاقی­) نگریسته می ­شود که به لحاظ اخلاقی بی­ خاصیت و بی­ اثرند. این رویدادها رویدادهای اتفاقی­ اند که فراتر از کنترل انسان­ اند. به طور خلاصه، تأکید بر این نکته است که طبیعت تبدیل به یک پدیده منفی و شرور شود. در پاسخ به نقصان­ های این دو رویکرد، رویکرد سوم شکل گرفت که به فرایند تبدیل شدن خطر طبیعی به فاجعه به عنوان «عمل جامعه» نگاه می­ کند. بنا به این رویکرد، «بلایا رویدادهای اجتماعی­ اند»: آنها ریشه در الگوهای سکونت انسانی، فرایندهای سیاسی- اجتماعی، نظام باورهای حاکم بر جوامع و خطاهای فناورانه دارند. تأثیرات آنها نیز به طور تصادفی در جامعه توزیع نمی ­شود، برعکس پیامدهای این رویدادهای ویرانگر در راستای محورهایی همچون طبقه، نژاد، جنسیت و ... نظم و الگو می­ یابد. در این مقاله، با شرح دقیق مفروضات و منطق درونی هر یک از این رویکردها، می­ کوشیم نشان دهیم برخورد با خطرات طبیعی نیازمند فراتر رفتن از مباحث موجود و دست یافتن به نظریه­ ای است که مسائلی از قبیل کیفیت کالبدی جامعه (اعم از ابعاد سازه­ای و غیرسازه­ای آن)، مسئله نظم نهادی جامعه، مسئله مشارکت اجتماعی، مسئله باورهای فرهنگی، مسئله نظم اقتصادی و بالاخره مسئله عدالت را در کانون خود جای دهد.</OtherAbstract>
